Delivering Health Services to the People of Yobe State

YOBE STATE MINISTRY OF HEALTH

The Yobe State Ministry of Health was established to strengthen the health system through provision of quality health care services to the people of Yobe State. It is responsible for coordination, policy formulation, supervision and regulation of Health Agencies, public and private healthcare service providers and health Training Institutions supervision.

Yobe State Ministry of Health is set to reduce morbidity and mortality due to communicable and non communicable diseases to the barest minimum, reverse the increasing prevalence of non communicable diseases, meet national and global targets of elimination and eradication of diseases and significantly increase the life expectancy and quality of life of the people of Yobe State. In the same vein reduction of maternal and child mortality to the barest minimum through the provision of Ante Natal care and effective routine immunization of children below the age of five years is of priority concerned to the Ministry.

THE VISION

“To reduce the morbidity and mortality rates due to communicable diseases to the barest minimum; reverse the increasing prevalence of non-communicable diseases; meet global targets on the elimination and eradication of diseases; and significantly increase the life expectancy and quality of life of the people of Yobe State”.

THE MISSION

“To develop and implement appropriate policies and programmes as well as undertake other necessary actions that will strengthen the Yobe State Health System to be able to deliver effective, quality and affordable health”

CORE RESPONSIBILITIES OF THE MINISTRY

In order to effectively manage these vital services the Ministry is structured along seven (7) departments and four (5) parastatals with the Honourable Commissioner as the Chief Executive and political head of the Ministry. The Permanent Secretary is the Accounting Officer and each department is headed by a Director while each of the parastatals are headed by the respective Chief Executive officers who are also the accounting officers.

The Departments in the Ministry of Health are:

  1. Medical services.
  2. Public Health.
  3. Medical Laboratory Services.
  4. Planning Research and Statistics.
  5. Nursing Services.
  6. Finance and Supply.
  7. Human Resource.

The 5 Health parastatals are headed by the respective Chief Executive officers as listed in the table below:

There are three (3) Health Training Institutions in the State, namely:

  1. Yobe State University Teaching Hospital (YSUTH), Damaturu.
  2. Shehu Sule College of Nursing and Midwifery, Damaturu.
  3. College of Health Science and Technology, Nguru.

The Ministry supervises and oversees three (3) segments of the sector namely Heath Facilities, Health Training Institutions and Special Programs in line with the under listed mandates.

  • Providing policy guidelines and strategic support to State, Local Governments and the private sector to establish a health system that is Primary Health Care oriented for the State;
  • Coordinating efforts of Government to provide a uniform quality statewide health system.
  • Collaborating with Local Government, private sector and International Donor Organizations to undertake the overall responsibility of monitoring and evaluating the implementation of Health policies and programs.
  • Training of health care manpower in order to reposition the Ministry to provide more qualitative health care delivery.
  • Providing and maintaining of secondary health facilities and training institutions;
  • Providing Stewardship and oversight to the HMB, SPHCMB, YOSACA, YCHMA and YODMA for effective implementation of health care services and provision of adequate and quality essential drugs and medical consumables to satisfy the drugs requirements of the State at affordable prices.
